Putnam, CT — A 25-year-old Woodstock man has been arrested and charged with first-degree manslaughter after police say he struck another man with his vehicle following a physical altercation in a Putnam parking lot early Sunday morning. The victim later died from his injuries.

At approximately 2:01 a.m. on October 18, Putnam Emergency Dispatch (WA Dispatch) received a 911 call reporting a vehicle striking a pedestrian in the Riverfront Commons parking lot near The Quarterback Club at 235 Kennedy Drive.

Responding officers located a 29-year-old man suffering from serious, life-threatening injuries. Putnam EMS transported him to Day Kimball Hospital, where he was subsequently transferred by LifeFlight helicopter to UMass Memorial Medical Center in Worcester, Massachusetts. Police confirmed that the man later died from his injuries.

According to Putnam Police, investigators determined that Brandon Livingston, 25, of Woodstock, had been involved in a physical altercation with the victim in the parking lot. Other individuals at the scene intervened and separated the two men.

Police allege that Livingston then entered his vehicle and recklessly fled the parking lot, striking the victim before continuing away from the scene.

Officers located and apprehended Livingston a short time later. Police also seized the vehicle involved in the incident.

Livingston was arrested and charged with:

  • C.G.S. 53a-55(a)(3) — Manslaughter in the First Degree
  • C.G.S. 14-224(b)(1) — Evading Responsibility Involving Serious Physical Injury or Death
  • C.G.S. 53a-182 — Disorderly Conduct

He was held on a $750,000 bond and is scheduled to be arraigned in Danielson Superior Court on Monday, October 19.

Previous Convictions and Pending Court Cases

A review of Connecticut Judicial Branch records by Quiet Corner Alerts identified several previous criminal convictions associated with Livingston, along with two unresolved court proceedings that predate Sunday’s fatal incident.

In March 2022, Livingston was convicted of second-degree burglary stemming from a January 2020 arrest by Connecticut State Police Troop D. He received a ten-year prison sentence, suspended after four years, followed by five years of probation.

Court records also document convictions for first-degree unlawful restraint, third-degree assault, second-degree threatening, and multiple violations of protective orders arising from separate incidents in 2020. Sentencing in those cases took place in 2022.

More recently, Livingston was arrested by Plainfield Police on July 16, 2026, in connection with an incident dated July 9.

That case remains pending and includes the following charges:

  • C.G.S. 53-21(a)(1) — Risk of Injury to a Child, a Class C felony
  • C.G.S. 53a-61 — Assault in the Third Degree
  • C.G.S. 53a-62(a)(1) — Threatening in the Second Degree
  • C.G.S. 53a-63 — Reckless Endangerment in the First Degree
  • C.G.S. 53a-116 — Criminal Mischief in the Second Degree
  • C.G.S. 53a-182 — Disorderly Conduct

Judicial records show that Livingston was released from custody on a $100,000 professional surety bond in connection with that case. All six charges were listed as pending, with not-guilty pleas recorded.

Separately, a first violation-of-probation proceeding was initiated on August 14, 2026, in connection with Livingston’s earlier second-degree burglary conviction. That proceeding also remains pending, with a not-guilty plea recorded.

Court records list a $75,000 professional surety bond for the probation violation proceeding and indicate that Livingston had been released from custody.

Both matters were scheduled for further proceedings in Danielson Superior Court on November 6, 2026.

The court records establish that these proceedings were unresolved before Sunday’s arrest. They do not establish guilt on the pending allegations or indicate that the earlier cases were connected to the fatal incident in Putnam.

Investigation Remains Active

The Putnam Police Department continues to investigate the circumstances surrounding the incident with assistance from the Connecticut State Police Collision Analysis and Reconstruction Squad (CARS) and the Eastern District Major Crime Squad.

Police have not released the identity of the deceased man or provided additional details regarding the circumstances of the altercation.

The investigation remains open and active.
